40,000 odd votes cast, the other 50% of the eligible constituents did not bother to vote. So UKIP got 16,000 of that potential 80,000 total - and will now claim a mandate to rule.
This nothing new and indeed is probably the case in the vast majority of constituencies. Far more people vote for other than the winner.
